A message dated May 3, 1997, was read stating the Governor has                 
signed the following bill and is transmitting the engrossed and enrolled       
copies to the Lieutenant Governor's office for permanent filing:               
                                                                               
CS FOR HOUSE BILL NO. 22(JUD)                                                 
"An Act relating to civil liability for illegal sale or barter of an          
alcoholic beverage or a controlled substance; and providing for an
